Lakewood guide · Sales tax

Does Lakewood’s UEZ half sales tax apply to a lease buyout?

Short answer: no. Lakewood is an Urban Enterprise Zone, and plenty of local purchases qualify for half-rate sales tax. Cars do not. Here is what the rules actually say, and what that means for your buyout total.

Why do Lakewood drivers ask about the UEZ rate?

If you shop in Lakewood, you have probably paid the reduced sales tax at a local store. Lakewood is one of New Jersey’s Urban Enterprise Zones, and an active one: in February 2024 the state announced $7.4 million in Zone Assistance Funds for Lakewood, the largest award in the state that round.

So it is a fair question. If a Lakewood business arranges your lease buyout, does the half rate apply to the car? It would cut the tax on a $25,000 buyout roughly in half. Unfortunately, it does not apply.

What do the New Jersey rules say about cars and the UEZ rate?

Three separate official sources say the same thing: motor vehicles are excluded from the reduced rate.

The reduced rate itself is 3.3125%, half of the 6.625% state rate, and only certified UEZ sellers may charge it, on eligible sales completed in person at their place of business (Division of Taxation). A car purchase is not one of those sales, wherever in Lakewood the paperwork is signed.

So what tax does a Lakewood lease buyout pay?

The standard New Jersey sales tax rate of 6.625%, the same as anywhere else in the state. New Jersey has no local sales tax add-ons, so there is no separate Lakewood or Ocean County rate on top.

The NJ MVC puts it simply: sales tax is based on the actual price paid, and if it was not paid at the time of purchase, it must be paid at a motor vehicle agency (NJ MVC, titling a new vehicle). In practice, your payoff quote should show whether the leasing company is charging the tax. If it is not, plan to pay it when you title the car.

Illustrative example (not a real customer): a Lakewood driver’s purchase payoff is $24,000. At 6.625%, the tax is $1,590. Assuming the UEZ rate would apply and budgeting $795 would leave the loan $795 short at the MVC counter. That is why we put the full 6.625% into every Lakewood quote from the start.

Do you get credit for the tax you paid on the lease?

Not that we can find in any official guidance. When you lease in New Jersey for longer than six months, the leasing company collects sales tax up front on the lease itself (Division of Taxation, motor vehicle lease transactions). The buyout is a separate purchase. We have not found a published New Jersey rule that credits the lease tax against the buyout, so we do not assume one in your numbers. If your leasing company shows a different tax amount on your payoff letter, we go through it with you line by line.

What does this mean for your buyout loan?

Budget for the full 6.625% and the MVC title fee, which is $85 for a financed vehicle with one lien according to the NJ MVC. Your loan can be sized to cover the payoff, the tax and the fees together, so nothing is left to find out of pocket at the agency. Want us to run your exact numbers?
